aux industries culturelles des pays ACP "

Le Secrétariat du Groupe des Etats d'Afrique, des Caraïbes et du Pacifique (Secrétariat
ACP) a élaboré un Programme d'appui aux industries culturelles des 79 pays qui le
compose. Ce programme, géré et mis en oeuvre par le Secrétariat ACP assisté d'une Unité
de Gestion du Programme (UGP), est financé sur les " Fonds Intra-ACP " du 9ème Fonds
européen de développement (FED).

La gestion de cette UGP vient d'être notifiée au consortium mené par ECO en
partenariat avec EWC, Africultures et Groupe 30 Afrique.

Il s'articule autour de trois composantes complémentaires :

     o   la création d'un Observatoire culturel ACP comme lieu de conseil et d'information
pour améliorer le cadre politique, juridique et institutionnel du secteur ;

     o   le Fonds de soutien au secteur culturel intra-ACP pour structurer, professionnaliser
et renforcer les possibilités de financement des acteurs culturels ACP ;

     o   un projet ACP/BIT/CNUCED/UNESCO de renforcement des industries créatives dans
5 pays pilotes ACP (Fidji, Mozambique, Sénégal, Trinité Tobago et Zambie) mis en
oeuvre par les agences onusiennes.

Le Programme est une approche visant à atteindre les objectifs énoncés dans la
Déclaration et le Plan d'action de Dakar pour la promotion des cultures et des industries
culturelles ACP (2003) et la Résolution de Santo Domingo (2006), adoptés par les ministres
ACP de la culture.
Le budget du programme est de 6.3 millions d'euro pour la période 2007 - 2012, dont 2
millions d'euro consacrés aux Fonds. Les bénéficiaires sont les professionnels du secteur
dans les 79 Etats ACP.
Un programme pluriannuel en matière de subventions, contenant des informations plus
précises sur les objectifs, le calendrier et le champ d'action du Fonds, sera publié au cours
du premier trimestre 2008 par le Secrétariat ACP.
Le Secrétariat ACP publiera par la suite un appel à propositions au cours du deuxième
trimestre 2008.
Les informations sur les activités de l'Observatoire et sur l'appel à propositions seront
publiées sur le site web du Programme qui sera lancé dans le courant du deuxième
trimestre 2008, ainsi que sur le site web du Secrétariat ACP (www.acpsec.org).

"Support Programme to
cultural industries in ACP countries"

The Secretariat of the African, Caribbean and Pacific Group of States (ACP Secretariat) has
elaborated a Programme to support cultural industries of the 79 countries that constitute
it. The programme, managed and implemented by the ACP Secretariat with the assistance
of a Programme Management Unit (PMU), is funded under the " Intra-ACP Funds " of the 9th
European Development Fund (EDF).

The management of the PMU has been mandated to a consortium led by ECO in
partnership with EWC, Africultures and Groupe 30 Afrique.

The overall objective of the programme is to contribute to the development and
restructuring of the cultural sector in the ACP member states, through the promotion of an
enabling environment for enhancing creativity, cooperation and exchanges, independency
and viability, as well as the safeguarding of cultural diversity and fundamental cultural
values.

It is structured around three complementary components:

     o   the establishment of an ACP Cultural Observatory as a mechanism for providing
technical advice and information in order to improve the policy, legal and
institutional frameworks of the cultural sector in ACP member states ;

     o   an intra-ACP support Fund for Culture to reinforce funding possibilities, and to
structure and professionalize ACP cultural operators;

     o   an ACP/ILO/UNCTAD/UNESCO joint project to strengthen the creative industries in
5 selected ACP countries (Fiji, Mozambique, Senegal, Trinidad and Tobago and
Zambia).

The programme is expected to contribute to the achievement of the objectives established
under the Dakar Declaration and Plan of action for the promotion of ACP culture and
cultural industries (2003) as well as the Santo Domingo Resolution (2006), adopted by the
ACP Ministers of culture.
With a total budget of 6.3 million euro for the period 2007 - 2012, 2 million euro will be
allocated to the Fund. The beneficiaries will be the cultural sector professionals in the 79
ACP countries.
A pluriannual work programme for grants, containing precise information about the
objectives, the calendar and the scope of action for the Fund, will be published by the ACP
Secretariat during the first trimester 2008.
A Call for proposals will then be published by the ACP Secretariat during the second
trimester 2008.
Further information relating to the activities of the ACP Cultural Observatory and the call
for proposals will be published in the programme web-site during the second trimester
2008, as well as in the ACP Secretariat web-site (www.acpsec.org).
